What it does

Convert epoch seconds, milliseconds, microseconds or nanoseconds, ISO 8601 and RFC 2822 into UTC and a selected time zone.

DST

Nonexistent local times during a spring clock change are rejected. Repeated autumn times require an explicit earlier/later choice.

Precision

Epoch values are returned as strings to preserve precision. ISO output preserves up to nanoseconds; RFC 2822 shows whole seconds. Leap-second notation is not accepted. Dates are limited to years 1–9999.
